I had opened a bank account more than 20 years ago, yet the income tax department cannot verify the ownership of the bank account, when it is able to verify almost other bank accounts. This bank account is being used to receive paypal payment. What could be reason for this problem?

That's absurd how could a bank allow the real owner of the bank account be transferred to another owner when there is no consent with an affixed signature? You sue the bank. You were scammed by the bank.
I think that is because being called bank fraudulent activities. There is a person that uses the account on behalf of the real owner.
