Indian is a multilingual nation and most states have different preferences apart from the local language. English has to learned because of globalization. Children of people working in Central government offices and private companies have to learn Hindi too as the second language so which is allowed by almost all states excepting the Southern states. Each state therefore should give the option for three languages- local language, English and Hindi.
 
In my country, there is local dialect, regional dialect and national dialect. There are so many languages which we do not understand unless spoken in English or Tagalog, the national dialect.
 
In my country, we have Waray, Tagalog, Bisaya, Cebuano, Chavacano, Ilongo, Maranao ( Muslim), Pampango, Boholano, and more. Our dialect is Bisaya he he. But our national language is Tagalog, so we have to learn to speak using it for mutual understanding.

Most Indians are going out of their states, if they know Hindi, at least they can communicate. My maid speaks in Hindi and her own tribal language.
 
Having to learn three languages is not a bad thing if you ask me. I have always wished to be multi lingual.
Not all would like to learn many languages. Most people nowadays would like to learn languages for professional benefits.
