I have an old windows xp laptop which I did not use, and which I wish to use for testing various software. The laptop has internet explorer preinstalled, and when I connect the laptop to the internet using wifi and try opening internet explorer, it is not connecting to any website. Does anyone know how to fix the problem?

I have not experienced it, maybe Internet Explorer is no more on the web. It was very useful in the past. This time most people use Google chrome as their browser.
For me l constantly experienced downtime on the mentioned kind of browser that is why l quit using that and migrated to the mozila firefox
