Is a spouse obligated to refund the money they borrowed from their wives or husbands?

There are times that a person might ask his or her spouse to "lend" money to him or her. Emphasis on "lend".

Is it an obligation to refund such funds to your spouse or it should be overlooked because it is your spouse?

Even if your spouse is yours, if they "lend" you money, it's legally considered a debt that must be repaid, unless there's a clear agreement stating otherwise. In short, it's not obligatory to overlook it; respect and trust don't eliminate the responsibility to repay what was borrowed.

Yes, if you collected the money in the name of borrowing, you are expected to pay back, if at the end of the day your partner says you shouldn't that's a different case, but always make an attempt to pay back because you borrowed it, they didn't just give it to you.

Most partners always capitalize on the name of a spouse and defraud their partners. When it is a borrow, it must be paid back.

If that is mentioned in the agreement that you should pay back your spouse, then you have to honor your promise, unless your spouse changes his/her mind that you do not need to pay back.

I don't have an issue with making refunds to my spouse as long as he always returns the favor when he gets it from me.

Yes it should be a reciprocal thing. If you are giving out yours at the end of the day the other should do same
