How can we stimulate and develop creativity in ourselves and others?

For me l have a feeling that the creativity is a gift or something. This is because most of the creativity persons don't strain on the execution of the tasks.
I think creativity is not a gift because it can be developed for example by reading a lot of books or watching scientific videos and then our brain will start working much better and we will become more creative
