I've never heard of any country banning forex brokers from operating, but many countries, such as Indonesia and China, have strict regulations regarding forex brokers. Even if a country doesn't have a forex broker, like Abkhazia, they are allowed to access global forex brokers.
 
I am not so sure if forex trading is legal in my country. It is not known here about trading only the elite or millionaires doing this . Perhaps, there are citizens trading secretly, afraid to be caught being scammed or failed.
