Is it right for bosses to send work related messages to staff as late as 8PM?

I think that anything that has to do with work should close when it is outside working hours. But there are bosses that still send work-related messages to their staff on Instant Messaging platforms even as late as 8PM.

Is it right for bosses to still send work related messages to staff during non working hours?
 
The employee should have a period where they disconnect entirely from work everyday. Sending a staff work related messages around 8pm is bad.
 
It depends on your kind of work. There are places you work and it demands your expertise even after work. It is not a matter of disrespect, but a prove of value and competence. I strongly believe it should be minimal not often. If done often, should be compensated with cash reward or promotion.
