Is it unethical business practice for dealers to create artificial scarcity for the product they sell?

There are times when business people that sell a particular product make it look like the product is scarce when it actually is not. Do you think it is unethical business practice for sellers to create artificial scarcity?
 
It would bring suffering to the masses. That's why it is unethical. If the public gets to find out, they won't love the businesses involved.
 
I am a business person and I understand the reasons why we might want to create artificial scarcity. What it the prevailing price doesn't favour us, and the market has failed to fix the price, shouldn't we use artificial scarcity to force the price increase?
