When it comes to Information technology, India is a well known hub for the quality of resources and skillful employees that it provides. Information technology has boosted Indian economy in a big way in the last few decades.
And it is also a fact that India is country with one of the cheapest Internet in the world.
Central government's Digital India push has seen success and is still to achieve a lot. The recent budgets tabled by various states have also promised for a big push for this Digital India initiative. There is plan to make Internet the basic right of the citizens. They also plan to create and improve digital infrastructure everywhere. Internet and digital infrastructures have to be made accessible and affordable to all sections of the society. Digital Literacy program has to ensure that every household irrespective of their socio-economic strata or location will be able to benefit from the rapid digital adoption of the opportunities that are arising.
It's a great move by the state governments and will contribute immensely to the vision of Digital India.

Some citizens find that their internet usage is monitored very closely and they are facing harassment if they are using the internet excessively, falsely labelling them internet addicts.

I have not come across any such news so far. Can you share some source from where you have got this news?
That's a terrible news. If it's true, it's very unfortunate. It is violation of privacy too. I searched on Google but couldn't find anything with such information. It would be good if you could share the source.
 
This would be awesome, but can the government keep up with the cost? Remember there are staffs that needs to be paid, then again these network or Internet providers needs constant maintenance as well.
 
So many of our basic activities and existence depends already on the internet. If you deny someone internet. It is almost like you have denied the person life. That's why internet should be a basic service.
