I am talking about hardware like desktop, keyboard, mouse, smartphones and tablets, which government employees do not want to purchase yet are allowed to fake online income since 2010.

I am not sure if I understand you. Do you mean creating online business stores with fake merchandise with the aim of stealing money from unsuspecting customers? If so, there are a lot of people who do that. They scam people with fake online stores.
