Manila bans the wearing of face-concealing headgear in public places

According to the report, the Manila City government has banned the wearing of any headgear that covers the face while inside government, commercial, and public establishments, as well as in public places, unless necessary. The Manila Public Information Office stated that Ordinance No. 9134 specifically prohibits the wearing of helmets, face masks, balaclavas, caps, hoodies, and tinted visors while in the aforementioned areas.

The report also stated that the ordinance prohibits riders and passengers from wearing face-covering headgear when not on a motorcycle or while in standby mode in public areas such as streets, sidewalks, markets, parks, and parking lots.

The report stated that anybody violating the ordinance will be penalized, and those exempted from this ordinance are those with religious exemptions, including those who wear turbans or any headgear that is part of their faith.

Violators of the ordinance will be penalized with a PHP1,000 fine for the first offense, a PHP3,000 fine for a second offense, and a PHP5,000 fine plus possible 15 days imprisonment and recommendation for revocation of driver's license for the third and succeeding offenses, the Manila PIO said.

I think this is a good move though, to help prevent issues of people carry out crimes. This law is actually ment to keep the place safe.
Ye, you are so right, they will be caught on surveillance cameras on the highways and in remote areas. It is questionable why wear a mask when the virus is no longer attacking my country.

Exactly, some of them might probably have so bad motive behind this, hence it is better they move about with them covering their faces.

Exactly, and that is one reason to protect the citizens from criminals who are just lurking around waiting for a victim to rob or kill. The criminals will be caught because of the surveillance cameras, and if they are in a face mask, they will be hard to track.
