It sounds like fraud really is common in your country. Most of those involved in it are married women. That is saddening, especially since the government can't seem to do something about it.
is that your country statistics are just about fraud. is there no way they can put a stop to this?
I think that the relevant authorities are not aware about that. Anyone with evidence for the fraud can report the matter so that the law can take it's course.
