According to local officials, 31 residents of an aged care facility on the outskirts of Beijing died last week due to flooding. Emergency personnel were seen on camera wading into chest-deep water in an attempt to free the people stranded in the Miyun District house.
According to reports, several of the deceased were immobile.
"Loopholes in emergency planning" were acknowledged by local officials, who also described the occurrence as "a wake-up call" and a harsh lesson.
The Beijing floods, which occurred during a period of severe weather throughout China, have claimed 44 lives.
