Motivation of crank caller making phone calls repeatedly

A crank caller has been making phone calls repeatedly for the last month. If the phone call is answered, he does not say anything, and if it is not answered, he is making the phone calls repeatedly affecting the internet connection. I have not interacted with him anytime, so what could be the motivation of the crank caller, is he paid to make phone calls?
