The report said that to suppress the protests, Iranian authorities are deploying police and the Basij paramilitary force. These are volunteer units subordinate to the Islamic Revolutionary Guard Corps (IRGC), which, in turn, is a separate military apparatus and reports directly to Iran's Supreme Leader, Ayatollah Ali Khamenei.

The report stated that the IRGC's primary mission is to defend the Islamic Republic. Basij militia members undergo rigorous ideological indoctrination through religious programs and are indoctrinated in the spirit of the Islamic Republic. They traditionally participate in state-organized rallies, which now take place daily in many cities and are broadcast on all state-run television channels. The report also stated that Basij fighters are considered one of the most loyal forces to the regime and a stable electoral base for hardliners.

The report added that thousands of Iraqi fighters have crossed the border into Iran to help Tehran suppress ongoing protests, CNN reported, citing a European military source and an Iraqi intelligence source. An Iraqi source said nearly 5,000 fighters from powerful Iraqi militias entered Iran through two border crossings in the south of the country, while a European source noted that hundreds of Shiite militants crossed the border under the guise of religious pilgrimages.

Additionally, European military officials say the fighters are operating in several strategically important areas, including the western city of Hamadan. Iran International previously reported that Iran-backed Iraqi militias had begun recruiting and sending fighters to assist Iranian forces in suppressing protests.
