The electricity bill has suddenly become very high and one possible reason is that the neighbor may be robbing power/ electricity. What are the legal options available to the home owner residing in another state?

Here in my city we can lodge a complaint against them at the electricity office of the city.

What kind of security do you have for the house in question? Can you set up cameras and monitor them from where you are? Do you have electrical outlets outside? Do everything you can to not make it possible to steal your electricity. You can also call your electrical provider there and tell them your concerns. Frame it as a safety concern, especially if the neighbor is stringing extension cords. If there is a fire at your neighbors house that was caused by that unsafe practice, you might be held liable.

I would nip this in the bud ASAP.

I do not have electrical outlets outside, in some cases the electricity provider may be billing higher or people may be trespassing on the house. I have not installed any cctv camera due to repeated burglary.
