The said incident happened last Thursday in Bukavu City, which has been under the control of Rwanda-backed M23 rebels since February. The government of Congo and the insurgents were to blame for this terrorism. According to the witnesses, a grenade exploded, killing 17 people. Out of 17, 12 died instantly, and others succumbed to their injuries in hospitals.

Congo's army said on Friday that Rwandan troops and rebels had fired rockets and grenades into a crowd gathered for a speech by one of rebel leaders. Rwanda denies supporting M23.
The leader of a rebel alliance, Corneille Nangaa, blamed President Felix Tshisekedi for the attack. This has been the problem in Congo: the government troops didn't eliminate the rebels.
