The said incident happened last Thursday in Bukavu City, which has been under the control of Rwanda-backed M23 rebels since February. The government of Congo and the insurgents were to blame for this terrorism. According to the witnesses, a grenade exploded, killing 17 people. The leader of a rebel alliance, Corneille Nangaa, blamed President Felix Tshisekedi for the attack. This has been the problem in Congo: the government troops didn't eliminate the rebels.
