When a website is upgraded usually a notification is sent to the users of the website. When apps are upgraded, do users get any notification about the changes, so that they can take decisions accordingly ?

Not all apps send notifications. I have used some apps that didn't send me any notification even after updating them.
Only the app is updated but the phone you could choose the silent mode for a specific application so it doesn't consume your data cellular and power off the mobile phone with redundant notifications.
I do get notifications for all the apps on my phone when it's time for upgrade so yes I get notified
