You must update your websites regularly to make sure that your website is working properly, optimized, and many others. If you do not, it can reduce your earnings.
There is a massive online advertising fraud with powerful companies controlling the page views recorded for some online publishers. They can drastically reduce the page views if they wish.
Contents have to stay fresh. No one wants to come up to a site and be reading stale contents. It is the new things they are anticipating from the site that keep them coming back for more.

Of course, if you don't update your content regularly then traffic will drop, because visitors won't visit the same content twice. So you should always update your content so that it is always fresh.
Not only from Adsense program, your ranking on Goggle search engine can be lower to. Google don't like sites with old content and not updated.

Just because you have fresh content does not mean you start getting a lot of traffic. Your content needs to be optimized for search engines to rank well and get traffic and this process takes a long time
If you're noticing a decline in page views and income from CPM advertising, it could be because of the lack of fresh content on your site.
I have never owned any website that l am unable to deduce that for sure.
