Only .top suspending domains after fake netcraft phishing report

Netcraft is filing fake phishing reports for domains which show leadsleap and other similar ads , due to which the webhosting is suspended. Only .top registry is suspending the domains and refusing to unsuspend the domain name, other registries are not suspending the domain names. What could be the reason why only .top registry is suspending domains based on reports?

The .top issue is a complete nuisance because these guys are so afraid of losing their business reputation. They work frantically when they see any Netcraft report without even investigating the facts. Other registries are standing firm but .top are trying to impress the authorities so that they can appear legally clean even if they are hurting innocent people.
