Outsourcing vs Hiring a Staff: Which one would you go for?

When a service business grows and there is much orders, the solopreneur might be overwhelmed and can't meet up with clients. There are two options available. Hiring a staff or outsourcing jobs. What are the pros and cons of each of them for a solo entrepreneur?

I think outsourcing is cheaper than having someone on payroll. It is better to outsource than have to pay a staff.
