Agencies nowadays are dishonest themselves.

Finding honest and hard working staff can be a major challenge for any business especially domestic workers. Some cooks may poison the food they prepare.

it is supplying people that are of good character. A lot of these people have questionable character and most times are unemployable

I have seen such being started and end up dying mainly because the workers end up dissapointing. You will find that what is advertised and what is being delivered are two separate things. Most companies skip the training process and this works against them. I will be applying to work there, with maybe some fake refferals on my resume mainly because I am on desperate need of a job, I won't get the necessary training because the company is cuttig corners to save money and i will be assigned a client and I will deliver poorly. Client is unhappy, company gets bad reviews.
