Partnership Businesss: The Partner that funds the business VS The Partner that runs the business: Who should have a bigger stake?

When it comes to partnership businesses, there might exist a situation where one partner has all the money that would be used to run the business. The other partner has all the technical skills to run the business. In that situation, which of the partners should have a greater stake in the business?

In a business partnership to me the partner who provides the majority of the funding has a larger stake, but the final decision is based on the partnership agreement.

If it is a a business that requires a lot of technical skills, the one with the technical skills should hold out for a higher percentage except he or she is desperate.
