It sounds frustrating when you are at the counter ready to pay for your purchases through your credit card, only to receive an error message that the credit card has declined, which means no money, despite having available funds. Even if there’s money in a related bank account, the credit card has a set credit limit that might have been reached.

The bank or card issuer may have flagged the transaction as suspicious and temporarily blocked it. There could also be a system or network glitch during he gas action. Sometimes pending transactions reduce the available credit without showing immediately. The card might also be expired or on hold due to previous issues
 
The issue will definitely be from the card, maybe the person must have gone pass their limits for the day or the card has been blocked.
That is one reason why the card is declined, surpassing the credit limit, or there might be a glitch in the bank of his or her account.
 
There is a high chance that the credit card holder has spent more than the credit limit.
Agree the credit card owner might have forgotten his credit limit. It's crucial if the card holder doesn't record his withdrawals or expenses.
