I have a few powerbanks which are fully charged. Yet when smartphones are connected to the power bank, they are not getting charged, What could be the reason for this problem?

Have you tried other smartphones? Or is it just your own?. Maybe there is an issue with the cable you are using to charge the phones?
It is most likely the USB cable that has a problem. I know of some power banks that select USB cables that can be used on it to charge phones.
Check this powerbank to charge other things, like try to run small fan if it's function with others are ok then there must be problem in data cable or jacket of mobile.
