Powerful people interfering in business of people they hate

A powerful person has found a very effective way to destroy the life of people he hates. Being an excellent actor he fakes friendship with his female college classmate who he actually hated, never contacted, never helped and pretends that he owns the business, is paying all the expenses to exploit, rob the business owner when he has not paid any expenses at all.
What can the business owner, do to prevent powerful people from interfering in their business and causing great losses with their fake statement, exploitation?

With the way things are going in your country, i think some laws needs to be put in place to protect small businesses and it's owners.

First, if someone starts pretending to own your business, you must put everything in writing. There is no game there. Keep receipts, contracts and every piece of evidence that shows you are the legitimate boss. If you see that he is still playing politics over you, play it safe but find a lawyer and send him a strong letter. Also, don't give him a chance to keep an eye on the inside of your business. If you are careful, even his power won't get him anywhere.
