Russian President Vladimir Putin has submitted a bill to the country's parliament seeking to withdraw Russia from the European Convention for the Prevention of Torture.

The European Convention for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT) was established by the Council of Europe in 1987. The treaty aims to prevent torture and other forms of ill-treatment in detention facilities across member states. All members of the Council of Europe have ratified the convention since its adoption.

Russia was expelled from the Council of Europe in 2022 following its military actions in Ukraine. Despite its exclusion from the Council, Russia had remained a signatory to several of its conventions, including the CPT. The proposed legislation marks a formal step towards ending Russia's participation in the anti-torture agreement.
