According to the report, Russian dictator Vladimir Putin risks repeating the fate of Leonid Brezhnev: by getting involved in an arms race, the head of the Kremlin regime could lose power. The head of Polish diplomacy said that the Kremlin is following a path of excessive militarization similar to the Cold War era, which could ultimately undermine Putin's regime. The minister recalled that the Russian dictator had previously acknowledged that one of the reasons for the collapse of the USSR was excessive spending on weapons. Sikorski stressed that Russian aggression has stimulated growth in defense spending around the world. In response, Putin will now be forced to spend even more on the military. "We hope that the result for the regime will be the same; we are talking about the collapse of the USSR," the head of the foreign policy department added. Earlier, the Stockholm International Peace Research Institute reported that military spending in Europe, including Russia, increased by 17% in 2024 and reached $693 billion.

The report also stated that the day before, at the NATO summit in The Hague, a decision was made on the largest increase in defense spending since the end of the Cold War – up to 5% of GDP. As reported earlier, the State Duma acknowledged that the fundamental factor in the collapse of the USSR was the economy and allowed a similar scenario to be repeated in modern Russia. The parliament of the aggressor country stated that money to cover the needs of the population is running out. The head of the State Duma Committee on Budget and Taxes, Andrei Makarov, speaking at an economic forum in St. Petersburg, acknowledged that the fundamental factor in the collapse of the USSR was the economy, and predicted a similar fate for modern Russia. The deputy stated that the collapse of the USSR did not happen because of the decisions of Mikhail Gorbachev and Boris Yeltsin, but for a much more prosaic reason - the state ran out of resources to support the standard of living of citizens. The same scenario is possible in today's Russia. Makarov noted that socialism collapsed because it was unable to fulfill its basic economic law – the maximum satisfaction of the constantly growing needs of workers. According to him, the needs of the population will continue to grow; this process is ongoing, and the state may not have enough money to cover these needs.
