RAM, ROM and smartphone speed

Though smartphones, tablets with less ram, ROM are cheaper, they are also very slow. How to increase the speed of devices with less memory, at a low cost?

There is no way to increase the speed of devices that have low specs. You would have to not install heavy apps on those devices.

It is the RAM that primarily determines the speed of a smartphone. The ROM just does little with that.

I have got a tablet which is very slow,does not respond quickly, so I am trying to fix it to use it for at least some applications .
