Refusing to contact directly

Online investors find that internet companies, officials refuse to contact them directly, they either put them under surveillance or ask others to collect information like travel schedule. What could be the reason for this behaviour?

Though it does not happen here in my place, I am sure there's a hidden agenda behind it. There might be an intention of stealing or confiscating something. That is a huge crime.
