If a robber gifts the items he has robbed to a high status person, how can the person who legally owned these items, retrieve them from the person who now possesses the robbed items and is displaying them in his house?

The person being robbed can show the ownership to the authorities. That is unfair , illegal and immoral.
The stolen items are part of a set, it is a low value item so it is not worth the time and effort to file a police complaint . Government agencies are mainly rewarding dishonest liars and cheaters.

If that case is not reported, the said act will continue to play havoc on the helpless people. It must be published and aired on local radios.
The local media will usually support the robber since he is a long time resident of the area, and is well connected , while the robbery victim is new to the area. So alternate ways should be found.
