Risk of purchasing second hand phone

Most of the new phones online are very expensive and since I am making a loss online I cannot afford to purchase them. The local phone dealer offered me a used phone, is it worth taking the risk of purchasing a used phone, does any member use a second hand phone?

The seller claimed that the owner of the phone had bought a new iPhone, which is why he sold it so quickly. He refused to give me a receipt, which is scary to me. I see a problem here and I don't want to waste my money buying stolen goods.
