Ruckus in airplanes in India. Who is responsible?

Of late ruckus and fights in flights have become common in Indian flights. Earlier there weren't such issues. Flights were peaceful but they aren't now. Sometimes either the crew members behaves and sometimes the passengers. I think the aviation department of India should frame proper rules to stop this disturbance while traveling.

Actually there is major change in india society for the worse, partly due to government policies. Earlier people who were polite were respected, at present the government only values people who are aggressive, rude and shout, rewarding them with great powers, monthly government salary in some cases.

That's true. Polite people nowadays are treated badly. They are underestimated.
