According to the report, Russia has released a video of a man it claims confessed to planting a bomb in the car of a Russian military intelligence officer in Moscow on July 24.
The man, who Russia named Yevgeny Serebyrakov, can be seen admitting that he had been recruited by Ukrainian intelligence last year and asked to kill "an officer."
The report added that he was promised Ukrainian citizenship and $10,000-20,000 as a reward for his work.
