According to the report, a new wave of covert mobilization is being recorded in Russia. According to members of the civil resistance movement OTPOR, mass electronic summonses have been sent through the Gosuslugi system in various regions of the country and in the temporarily occupied territories. Notification recipients note that summonses arrive not only in the app, but also via SMS and email. According to the movement, reports of receiving draft notices came in almost simultaneously from various regions, including occupied Crimea.

However, there has been no official announcement of a new wave of mobilization—the Kremlin traditionally operates covertly to avoid widespread discontent. Thus, as OTPOR reports, virtually all men of draft age in Russia, including residents of the temporarily occupied territories, are at risk of being forcibly sent to the front. The authorities thus continue to replenish the army's ranks, regardless of losses. The movement's participants advise all men in Russia who are at risk of being caught up in the next wave of mobilization to exercise extreme caution. The best way to avoid becoming involved in this criminal war is to leave Russia. If this is not possible, they should change their current address, preferably moving to the countryside. Furthermore, they should take basic precautions and avoid leaving home unless necessary.

Russian military doctrine is to send hundreds of thousands of troops like disposable paper. Russia is the biggest land on earth, yet Russians are not happy with what they have, and they have to take more land from their neighboring countries. Now, God won't let Russia take any more land.
