Same job role. Same qualifications. Same workload. Different Pay. What causes that?

There are situations within an organization that there is difference between the renumeration of staff. There could be a situation of two people having same job role with the same workload. And they are equally qualified.

But they get different Pay level. What could be the cause of that?
 
There might be different factors to this, it could be due to the number of years, a person who has been working for a longer period of time would definitely be paid more. Then again they could have same qualifications but what they bring to the table is different.
 
One of the reasons may be the seniority of the employee. If that employee has worked for the company for a longer period, his/her salary may be higher due to salary increments over the years. Another reason may be gender inequality within the company.
