One of my followers on Facebook and TikTok always engages with every posts I make about my business. She would always like and share those posts. But she has never made a purchase from me.

Should I market my business to her because of that?
 
There are several possible reasons why she hasn't purchased a product from you. Perhaps she hasn't found the product she needs or that suits her. Second, perhaps she doesn't have the money to buy the product, so it's not the right time to offer it to her.
 
Just keep posting, am very sure when she is ready to purchase from you she will contact you herself. Depending on her character, she might feel pressured if you market a product to her directly.

This is a very sound move. Reaching out to them to thank them for all they do for your brand makes perfect sense. They would likely make a purchase soon.
 
I will continue to share my posts with her. She did not make a purchase probably because she has not found the right product, or cannot afford to buy. There's no harm just to keep her informed of your offerings and let her share your offering to her acquaintances.
