Shopkeeper overcharging customers

If the shopkeeper has charged the customer twice the retail price of a item, and the customer realized that he or she was overcharged later, do shopkeepers give the customer a refund or credit for the overcharged amount?

Over here people don't really stress over that, they simply stop going to that shop and patronize a more honest one.
