Should managers be allowed to know the secrets of a business organization?

Every business has secrets like production formulas and other important ethical secrets that gives the business a competitive advantage. Given that managers are not permanent staff, should they be allowed to know the secrets of a business organization?

There are secrets that the manager might use against the business. They should never be privy to such secrets.

If the secrets will not help in improving their performance, then i don't think there is any need knowing it.

I don't think it is necessary to allow managers to know the secrets of a business. Only the business owners should know. Maybe, managers can know the business secrets that have to do with operations.
