Imagine if the severity of the act and the offender's money could both be taken into account when determining fines. For the same infraction, what happens if the wealthy must pay a larger fine than the poor? Do you think this is a good idea or not?
I don't think it would be fair though as most persons we spend less compared to some. This would also lead to a situation where people would start hiding their assets.
To a large extent yes but the percentage must be such that the person involved would feel the weight of the deduction. Somewhere around 70% deduction is fine for me.
