Should the business owner or top manager always close last?

I have seen in most businesses that the top managers or the business owners are always the last to leave the business place.

Is it a written rule that the business owner must close last? Why do they have to close last?

I do not think it is a written rule that the business owner or top manager has to close last. It's just that they have the responsibility to check everything in the office is okay before leaving the office, or simply they have more work to do.
