Shouldn't his rich parents be funding and giving him money?

There is a guy I know around me. His parents are very wealthy. They are millionaires in dollars. But the boy isn't reflective of that fact. He works hard as in every normal guy. He doesn't have a car and lives in a average apartment.

Are his parents wicked? Shouldn't they be funding the guy and giving him money to fit their financial status?
 
The way that guy is treated by his parents give me a thought that he might be an adopted child. Regardless of that fact being legally adopted, his parents are responsible for his well being. For me it is unfair, however, if it is the guy's decision, his parents will never be blamed.
 
It's possible the boy does not want to rely on his parents wealth, but wants to learn how to work hard and grow from there or at least to a certain age. We can't actually say the reason until we hear from the boy and the parents as well.

His parents want him to learn the hard way. This way he will learn to spend judiciously.
 
It seems like this guy does not want to depend on his parents, which is a positive step toward becoming independent and responsible. Alternatively, his parents might instill a sense of responsibility in him, which can only benefit him in the long run. I am quite sure they will eventually support him financially when needed.
