Socialism, is it bad or has it just not been implemented correctly?

While I don't like it in general, there are a few things that some socialistic practices that generally would make life easier in certain situations. If done correctly, social welfare programs should work with those who need the extra help, and actually have a benefit to those receiving it, and to the community itself. Get the homeless and destitute off the streets, and provide a way for them to get a job and a place to live in until they can work without the aid, should be a basic easy issue to solve with most people.

What do you think? Do you believe that the basic idea behind it is usable, or just another form of Communism that won't work, regardless of how it is applied to certain situations?
