Someone opening a Paypal account with your gmail account

How did this person manage to verify email id that he used to create paypal account. It is not possible to create paypal account through someone else gmail id unless you have give access to your gmail.

He must change the gmail password, activate the 2FA and run to report the mishap to Paypal or he could bump into serious troubles:oops:.

I think you do report the matter to the PayPal company. Failure to that you may be accused of fraudulent activities with your Gmail account.

I think it's just a scam, if you really use the same email to access your PayPal account, then you will be hacked if you try to open Paypal from the link provided in the email, but if you don't have a PayPal account with that Gmail account you can try forget password, whether your email is registered with Paypal or not. and just ignore it.
 
Yes, it's better you report to Paypal. Surely, your gmail has been pwned and your data was exposed without your consent. You need to immediately change your gmail password and activate the 2FA authenticator.

It's not possible unless the person has access to your email details, hence he can freely use it form another device. If that's the case then your data on that email is also not safe.
 
You better report to PayPal immediately even if you are not using PayPal for the moment. PayPal is using advanced security services that can even activate in many to come. PayPal can bar you for a live long if they noticed fraudulent actvities with your account.
