One of the staff I have is always sick and missing work. He has been sick and missed work three times in the last 21 days. And when he is not at work, gaps exist.

Would I be insensitive to drop him from my team so he can go take care of himself?
 
While I am empathetic, I run a business organization, and I would only pay for productivity. It is best to lay off such staff.

It depends sometimes we have to retain such employee because the situations.
 
No for sure. That's because l have seen so many business companies taking care of their sick staffs on hospitals and ensure that they are safe and of good healthy before they resume work.
A small business can't take care of am ailing staff. And moreso, the staff didn't get sick while working for the business.
