Startup Vs. Business

Recently, I was watching a food vlogger where a street vendor who was selling tea called his business startup. He might be certainly making a lot of money form his business because I have seen him visiting foreign countries but can you actually called a roadside tea selling business a start up. How do you actually define a start up? How do you differentiate it with business?

A start up is a commercial venture that has been running for less than 24 months. Crossing that time frame, it is no longer a start up.
