This is just because there's a juvenile court in India that doesn't punish them. They are send to correction homes where they don't improve but come out with more courage to commit more crimes. Many teenagers are involved in hit and run cases but aren't convicted. Teenagers who can get drunk and kill people should get death sentence as they are murderers.
