Russian economist Vyacheslav Shiryaev says that regional collapse occurs in conditions where the federal center itself is mired in deficits and is unable to offer a helping hand. The scale of the problems is mind-boggling. In less than six months of 2025, many key regions of Russia have faced an unprecedented increase in budget deficits. Yekaterinburg: budget deficit tripled! The cash gap grew from 3.1 billion rubles to 9.7 billion rubles. Bashkortostan: the republic's budget deficit has doubled, increasing by 5.8 billion rubles and reaching 9.8 billion. The reason is the growth of expenses, obviously related to the war and the need to support the so-called "special military operations." Kazan: the capital of Tatarstan planned a deficit-free budget, but now the deficit will grow by another billion and will amount to almost 9 billion rubles. The deficit growth from zero to 9 billion is an absolute record for the city. Tatarstan: the republic's budget deficit has grown 2.4 times - from 13.5 billion to 31 billion rubles. The reason is an "unplanned" increase in expenses by 50.4 billion. Apparently, these "unplanned" expenses are directly related to the war. Chelyabinsk Region: the situation here has reached its peak. In just one month, the budget deficit has increased again - by another 15 billion rubles.

They scream that the Russian economy, strangled by Western sanctions and exhausted by exorbitant military spending, is on the verge of an acute crisis. The "unplanned" expenses that regional authorities talk about are, in fact, a direct consequence of the war: financing of mobilization measures, compensation to the families of the dead and wounded, support for military enterprises, and much more. Regions whose budgets were not initially designed for such burdens are forced to urgently revise their financial plans, increasing deficits to unprecedented levels. This means cutting social programs, freezing infrastructure projects, delaying payments, and generally reducing the quality of life of the population. What is particularly alarming is the fact that this regional budget crisis is brewing at a time when the federal center itself cannot provide money due to the growing federal budget deficit. The Russian economy has found itself in a trap: it is unable to simultaneously finance a large-scale war, maintain a bloated security apparatus, and support the social sphere. The Kremlin's priorities are obvious - war first and foremost. Thus, the regions are left alone with their problems, forced to survive in conditions of growing financial hunger. Deficits reaching 19% and even 25% of the revenue part are not just an alarming signal, they are a harbinger of deep stagnation and social discontent, which sooner or later will explode the already tense situation inside Russia.
