This is pretty normal and it can happen at anytime. There are three options here. It's either they are lying and did not contact you, simply out of laziness or sluggish behavior, or they got your number wrong, so they might have been contacting a wrong number. It has happened to me before. Then the last option might simply be a network problem.
Is there any way to find out if the person is not telling the truth intentionally, it can help in decision making in the future, if the vendor is dishonest.
This was my thought as I read this. Some people just tell glaring lies to get away with things. I doubt he ever tried to call you
